Zanzibar: Busara Promotions in search of project evaluators
The board of Busara Promotions in Zanzibar, Tanzania, is looking for a team of one or two professionals to conduct an end-term review evaluation for the Royal Norwegian Embassy’s core support for the first phase of its 2019-21 strategic plan.
Busara Promotions exists primarily for the promotion and development of musicians and related professionals through its flagship project, Sauti za Busara music festival. The cultural organisation strives to uphold and advance the power of music and art in society and the artist’s important role in keeping cultural traditions alive.
This exercise is commissioned by Busara Promotions under a signed agreement with the Norwegian Ministry of Foreign Affairs, represented by the Royal Norwegian Embassy (RNE) in Dar es Salaam.
The evaluation process seeks to:
- Assess the results achieved compared to the results framework (effectiveness).
- Estimate the project’s probable effect on society (impact) to the extent possible and see if the project will continue if funds are withdrawn (sustainability).
- Generate evidence of key achievements and challenges to inform the decision-making processes of the donor.
- Generate an understanding of which delivery mechanisms work best and how they can be improved in the future.
Eligibility
Applicants should demonstrate the following:
- Proven experience and expertise in the design and implementation of participatory evaluation methodologies.
- Proven expertise in the field of culture in developing countries.
- Ability to draft concise evaluation reports of high-quality in English.
- Excellent analytical, interpersonal and communication skills.
- Willingness and ability to travel to Tanzania to conduct the fieldwork.
- Knowledge of the Swahili language is desirable but not a precondition for qualification.
Requirements
Interested applicants should submit the following documents:
- A cover letter with a brief description of relevant previous experiences in evaluating and monitoring projects (one A4 page max).
- One recent example of a previous evaluation.
- Contact details of two references expected to support claims of knowledge, skills and experience.
- A CV.
- A proposed work plan.
- Consultancy fee.

The successful applicant(s) will be notified by 21 August.
Selection process
Applicants will be vetted based on:
- Demonstrated understanding of the needs of the assignment (40%).
- Relevant qualifications and experience of the evaluator(s) (40%).
- Work plan (20%).
The evaluation report should contain the following:
- A list of recommendations regarding the orientation and further development of the project, based on findings and lessons learnt.
- Where appropriate, indications on additional tools and resources to be used for more effective and meaningful impact.
Responsibilities
The successful candidate(s) will be expected to cover the following elements:
- Effectiveness – The evaluation will assess the extent to which the project has attained its objectives concerning the results framework and the immediate effect of the project’s outputs on the target group.
- Impact – The evaluation will assess the positive and negative (long‐term) changes produced by the project, directly or indirectly, intended or unintended. This includes the main effects of the project on institutional, social, economic, environmental and other dimensions.
- Sustainability – The evaluation will assess if the project is likely to continue if funds are withdrawn.
