Call for applications: Goethe-Institut storytelling trainer
Goethe-Institut South Africa, in partnership with the Music In Africa Foundation (MIAF), is inviting companies based in Southern Africa to bid for a contract to provide training for the MEAL storytelling programme of the Sound Connects Fund (SCF).
Goethe-Institut and the MIAF recently began the implementation of the SCF – an ACP-EU Culture Programme-funded project that aims to support creatives in nine Southern African countries, namely Zimbabwe, Zambia, Malawi, Mozambique, Angola, Namibia, Botswana, Lesotho and eSwatini.
The SCF project will support creatives and practitioners through sub-grants to improve their products and services in order to help them gain more access to markets and finances while implementing initiatives focused on audience literacy.
The successful contractor will design a training workshop to capacitate the project team through storytelling techniques to support the creation of monitoring and evaluation (M&E) tools for the SCF. This will enable the SCF project officers and managers at Goethe-Institut and the MIAF to implement, manage, monitor, evaluate and learn from the project. It will also capacitate the project team for the effective and holistic collection of M&E data.
Contractor outputs
- Development of storytelling M&E tool.
- SCF project members capacitated and supported within the framework of storytelling to retrieve data for effective monitoring and evaluation processes.
Essential elements of the bid
- Provision of storytelling technique training for team members to use for monitoring reporting of the SCF project.
- Training to be provided online.
- Training to be offered in English
- Training to accommodate at least 12 learners.
- Assessment of trainees and certification.
Qualifications of personnel
The applicant will need to provide CVs of the personnel who will be involved in the training. The trainer(s) must be able to communicate fluently in English.
Budget plan and other aspects
- Prices must include all taxes and other cost components (e.g. internet access, working materials, etc.). Goethe-Institut will only pay the total price as indicated by the offer.
- Virtual training is encouraged due to the COVID-19 pandemic.
General provisions
Rights of usage: Goethe-Institut and the MIAF shall be granted an exclusive right to use the products of the contract for all known and unknown types of use, which is unlimited in terms of time, space and content. This right of use also extends to the right to utilise individual parts or the entire product in connection with other works not originating from the contractual partner.
Criteria for selection
- A committee convened by Goethe-Institut and the Music In Africa Foundation will evaluate the bids submitted.
- Late submissions will not be considered.
- The application deadline is 2 August 2021.
- Goethe-Institut reserves the right to ask for additional documentation after submission.
- The evaluation consists of three parts: price (30%), quality of proposed project team (20%), and quality of the offer (50%). The offer with the highest number of cumulative points across all three sections will be awarded the contract.
- Applicants from the following countries are especially encouraged to apply for the M&E training and support consultancy: Zimbabwe, Zambia, Malawi, Mozambique, Angola, Namibia, Botswana, Lesotho and eSwatini
Relevant project documents
Upon the conclusion of the contract, including necessary confidentiality provisions, relevant project documents will be made available to the successful bidder.
Profile and core competencies of the consultant(s) and/or service provider
The bidder of the consultancy will need to demonstrate expertise and experience in M&E training and support as well as developing storytelling curricula.
Submission of proposals
Only qualified and experienced consultant(s)/service providers that are capable of delivering services on time and at affordable rates will be considered. The successful consultant(s) will work closely with the overall project coordinator and report to Goethe-Institut. The consultant(s) will also provide Goethe-Institut with the workshop plan before the commencement of the training.
Interested consultant(s)/service provider should submit comprehensive technical and financial proposals with a budget detailing all costs related to this call.
The set of proposals should include:
- A technical proposal with an executive summary, appendices and CVs of personnel.
- A financial proposal.
- A detailed work plan outlining activities, deliverables, milestones and targeted completion dates.
- A list of references for similar work done.
- Full contact details of references, including email, telephone number(s), address, contact person and website(s).
- The consultant(s)/service provider should agree to sign a Goethe-Institut agreement with agreed addendums, and, when necessary, variations of terms of contract.
Time frames
- Closing date for proposals: one week
- Appointment of consultant(s): one week
- Storytelling training contract: three days
General provisions
- Bidders should note that this is a project where time, affordability and availability are of essence. Once contracted, there will be no extension of allocated time beyond the closing date.
- Goethe-Institut reserves the right not to appoint any consultant(s)/service provider, or to appoint the work to more than one bidder.
- Goethe-Institut reserves the right to undertake reference and other checks and by responding to this bid. The consultant(s)/service provider hereby give(s) Goethe-Institut consent or authority to undertake such checks.
- Goethe-Institut reserves the right to withdraw this bid or amend these terms of reference by notice in writing (email or posting on the website) to shortlisted bidders only.
- The awarding of the contract will be based on best value for money while considering economic, environmental and social benefits (if applicable).
- Goethe-Institut reserves the right not to award this contract or accept the lowest bid.

Candidates are invited to submit a budget and proposal that is a maximum of four (4) pages in length, outlining the proposed process with time frames.

About the Sound Connects Fund
The Sound Connects Fund is a multifaceted initiative aimed at accelerating development and increasing the capacity of the cultural and creative sectors in Southern Africa. From 2021 to 2024, the fund will award grants worth €2.85m and offer a robust capacity-building programme (to the value of €570 000) to eligible creative and cultural industry organisations in nine SADC countries: Angola, Botswana, eSwatini, Lesotho, Malawi, Mozambique, Namibia, Zambia and Zimbabwe.
