Call for applications: UNESCO film and AV data gatherer in Africa
UNESCO is seeking a consultant to gather data and information on the film and audiovisual (AV) industry in Africa. The organisation aims to respond to the challenges and needs of the sector and contribute to its development.
The study’s results will be shared with the Conference of Parties on the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, in June 2021.
"This study is indeed very timely for the African continent," UNESCO says. "The COVID-19 pandemic has also weakened already fragile production capacities and the broadcasting of African audiovisual expressions in various countries. To maintain social and cultural ties, people have increasingly turned to online video productions."
"Indeed, the film and audiovisual industries are some of the most dynamic sectors of global growth due to the constant increase in household consumption fostered by digital platforms. Cumulative global revenues from the television and film industry are estimated at $554bn, and it is estimated that the sector is responsible for more than 6 million jobs. In the absence of reliable and accessible statistical data in African countries, increasing household audiovisual spending remains the only reliable reference."
With the study, UNESCO aims to:
- Identify common issues and needs, which could be the subject of operational recommendations.
- Provide a detailed and accurate assessment of the current film and audiovisual industry in Africa.
- Develop a road map for the development of this sector.
- Assist the member states in the implementation of relevant policies.
Requirements
Applicants should submit the following:
- An updated CV.
- A statement indicating how their qualifications and experiences make them suitable for the position.
- Presentation of the approach he/she would adopt to carry out the assignment, including any inputs that may be required from UNESCO.
- Three references for similar projects or in the film industry.
- The overall cost of the assignment expressed in USD as a total lump sum. Any travel and subsistence requirements should be expressed in USD separately.
Qualifications
Applicants should:
- Have a degree (master or equivalent) in the field of cultural policies and/or cultural industries or the related field.
- Have proven knowledge with at least 10 years of experience in the film and audiovisual sector in Africa.
- Have the ability to collect and analyse information from various resources and draft a clear and concise document.
- Have experience in designing intergovernmental programmes and multi-lateral cooperation processes in the field of culture.
- Have excellent knowledge of UNESCO’s normative instruments and programmes in the field of culture, and excellent knowledge on the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions including its monitoring framework and the 1980 Recommendation concerning the Status of the Artist.
- Be fluent in English and French.
- Have experience with international organisations and United Nations agencies.
- Have strong skills in analysis, problem-solving, organisation and coordination.
