Topistar Di Congo (born Christophe Biluge Birhakabulirwa on May 5, 2005) is a Congolese-born entrepreneur, creative director, fashion designer, record producer, and humanitarian operating out of Kampala, Uganda. As the founder and visionary behind the TDC Creatives conglomerate, his work sits at the intersection of pan-African fashion, digital architecture, independent music distribution, and grassroots social development across East and Central Africa. Early Life, Background & Resilience Born in the Democratic Republic of Congo, Topistar's early life was defined by the region's complex geopolitical realities, leading to migration and eventual relocation to the Kyaka II Refugee Settlement in Western Uganda. Rather than viewing displacement as a barrier, he leveraged his time in the settlement to build skills in digital technology, media production, and community leadership. Serving as a youth leader and advocate within refugee community networks, he began organizing local creative projects, digital literacy drives, and cultural initiatives that laid the foundation for his future entrepreneurial ventures. Business Ecosystem: TDC Creatives What began as individual creative projects eventually consolidated under TDC Creatives—a multi-sector enterprise designed to foster local talent, build digital infrastructure, and export contemporary African culture to global markets. 1. Topistar Di Congo Fashion Line & Avant-Garde Streetwear As a fashion creative and head designer, Topistar established his self-titled brand to bridge the gap between high-end runway aesthetics and functional streetwear. The brand focuses on luxury African streetwear—utilizing bold structural silhouettes, local textiles, and forward-thinking tailor work that challenges conventional African fashion narratives. 2. TDC Mannequin Agency Recognizing the structural gaps in East Africa’s modeling industry, he founded TDC Mannequin Agency. The agency functions as a talent incubator, recruiting, training, and managing emerging runway, editorial, and commercial models. Beyond standard agency management, it emphasizes professional development, brand alignment, and creating international pathways for young models from underrepresented backgrounds. 3. TDC Tech & Digital Infrastructure With a self-taught background in web development, media encoding, and software architecture, Topistar manages TDC Tech. The division serves as the internal tech stack and digital consultancy arm, handling search engine optimization (SEO), platform interface architecture, digital rights tracking, and web indexing for all subsidiary brands and external partners. 4. TDC Gangs (Music Label & Distribution) Operating out of Kampala, TDC Gangs functions as an independent music recording label, multimedia collective, and management house. As a recording engineer and executive producer, Topistar manages end-to-end audio production, catalog management, and global distribution via platforms like ONErpm and Spotify. The label's roster includes emerging urban music acts such as JHN GAD HEDEX and Dizzo International. Humanitarian Work & Philanthropy Parallel to his commercial pursuits, Topistar actively directs community outreach programs through TDC Charity & Orphanage. Built on the philosophy of sustainable humanitarian support, the organization focuses on: Youth Empowerment & Skill Acquisition: Providing technical training in digital tools, photography, and fashion craft for young adults. Childcare & Educational Support: Directing food, shelter, and school fee assistance to orphaned and vulnerable children within refugee settlements and urban centers in Uganda and the DRC.
